Perth & Kinross aims to reach net zero carbon emissions by 2045 and beyond in a fair, equitable and economically viable way and to secure long-term sources of low cost and low carbon energy for the residents and businesses of the area.

On 27 November 2023, Perth & Kinross Council approved its first Perth and Kinross Local Heat and Energy Efficiency Strategy (LHEES) (2024-2045) and Delivery Plan (2024-2029) which constitutes the building blocks of Perth and Kinross Local Area Energy Plan (LAEP). Both provide the strategic and delivery framework for the decarbonisation of the energy infrastructure in Perth and Kinross.

Local leaders are united in their plans to place Perth & Kinross firmly at the forefront of net zero and clean growth, and by harnessing our abundant natural resources and biodiversity, the aim is to develop local new clean sources of energy and to expand our business base in energy and green technology. In this way we can both mitigate and adapt to climate change and play a key role in tackling inequalities and in delivering greener economic growth.

Local Heat and Energy Efficiency Strategy (LHEES)

The PK LHEES sets out the key targets in relation to energy efficiency in residential and non-residential stock, fuel poverty and heat decarbonisation. It identifies heat networks as one way to decarbonise heat and the need to evaluate the potential of a Strategic Energy Partnership (SEP) to bring investment and facilitate delivery of heat networks and other energy projects.

PK LAEP sets out the key targets for energy generation, energy storage, energy networks and transport decarbonisation.

SSE and SSEN

In 2022, the Perth-headquartered electricity infrastructure company, SSE, announced a £15bn investment in Scotland’s electricity infrastructure system, due to be delivered by 2030. The ambitious project, part of the company’s Net Zero Acceleration Programme, will provide a huge boost to the country’s clean energy ambitions.

Perth remains at the heart of SSE’s growth plans with 2,000 of their 5,000 Scottish staff based in the area.

As well as their Head Office, SSE owns several sites in Perthshire, including their renowned hydro stations in Pitlochry and Clunie, Griffin Onshore Wind Farm, and National Training Centre in the Inveralmond Industrial Estate.


Paprec Energies Binn

Binn Group, Scotland’s largest independent waste management company based in Perthshire, has joined forces with Paprec, the French-based leader in recycling and green energies, to begin work on a new £100M Energy from Waste (EfW) facility.

The project, which will provide low carbon energy to local industries, is based at Binn Ecopark and funded by Paprec. It will be built, owned and operated by Paprec Energies Binn, a joint venture between the two family-owned companies.

The new EfW will enable Paprec Energies Binn to provide a stable, renewable electricity / heat source to local businesses and other energy users. Half of the feedstock will come from residual waste produced within the surrounding local authority area as part of a 15-year contract awarded by Perth and Kinross Council last year.
