The future of Perth is being decided now. Businesses and residents across Perth & Kinross are invited to have their say on a new framework that sets out the long-term vision and aspirations for the development of Perth.

Businesses and residents across Perth & Kinross are invited to have their say on a new framework that sets out the long-term vision and aspirations for the development and future of Perth.

Focused around three key priorities - Perth city centre, Bell’s Sports Centre and Perth secondary schools – the consultation is open to the public, businesses and strategic partners and will help to capture local opinion concerning proposed areas of improvements and how these should be prioritised and targeted for investment.

Perth and Kinross Council leader Councillor Grant Laing said: “We want to create a vibrant, thriving Perth where everyone can live life well, free from poverty and inequality.

“How we use our buildings –whether for business, education or leisure – is key to achieving that aim and we want to hear what residents think on the Framework and other proposals that will reshape Perth.”

The consultation can be completed in full, or in sections / individual questions. 

All three parts of the consultation are open until 17th January, to give residents and businesses time to consider the questions and offer meaningful feedback on the future of Perth.

Consultation Part 1 - Draft Perth City Centre Development and Design Framework

The Draft Perth City Centre Development and Design Framework has been prepared to build on existing planning guidance and economic development strategies and plans, including the Perth City Plan.

The document proposes a series of designated investment areas, or Quarters, where there is potential for positive change. This will be underpinned by streetscape enhancements and property improvements.

It is important to note that proposals in the document have been created to stimulate discussion, to encourage investment and to shape development for the future of Perth. These are not final plans. This is the start of a process to ensure that the Council has a range of “shovel ready” projects ready to be delivered as and when funding, especially external funding and financial resources, allows.

Consultation Part 2 - The future use of Bell's Sports Centre, Perth

Following the relocation of health and fitness activities from Bell’s Sports Centre to Dewars Centre, Perth and Kinross Council is considering options for the future use of Bell’s Sports Centre in Perth.

In September 2024 a meeting of Perth and Kinross Council instructed officers to carry out community engagement on the future of Bell's Sport Centre, in order to gain feedback, and to help guide a decision on the facility.

Consultation Part 3 - Secondary Schools in Perth City

While there has been significant investment in secondary schools over the past few years, including St John’s Academy at North Inch Community Campus, Bertha Park High School and the ongoing construction of the replacement Perth High School, it is recognised that both Perth Academy and Perth Grammar School buildings are ageing, and now require ongoing upgrades.

To allow plans to be developed which meet the needs of our future generations of students, this survey aims to gather views for the vision of the secondary school estate in Perth City.

The schools involved in the review are Bertha Park High School, Perth Academy, Perth Grammar School and Perth High School.
