Shaping Perth's Future as a Great Small City

Perth is taking bold and ambitious steps to solidify its future as a leading small city in Europe with the launch of the draft Perth City Development and Design Framework.

This strategic plan outlines the principles and guidelines for shaping urban development across the city centre to provide a cohesive roadmap for creating a sustainable and vibrant urban environment that enhances the city’s overall design, functionality, liveability and economic performance. 

The objective at this stage is to gather public, business and stakeholder input on a range of development proposals and design principles that are central to the Perth 2040: Our Agenda for Change.  

The draft Framework proposes several investment zones throughout the city, with plans for streetscape improvements, revitalisation of key properties, and public space enhancements. 

Perth’s journey towards becoming one of Europe’s great small cities will require careful planning and significant investment.

Pullar House as a Public Sector Hub

Earlier in September, elected members unanimously backed proposals to purchase Pullar House, and the Kinnoull Street multi-storey car park, when the current lease ends next year.
 
There are currently a number of internal and external partners located within Pullar House, and as part of PKC's Working Smarter project, a review of current office accommodation needs explored the possibility of expanding on this already successful scheme.

This new approach would facilitate the creation of a Public Sector Hub, supporting cross-team and multi-disciplinary working, as well as providing a one-stop-shop to local residents, thereby improving services.

Project Gigabit, Perth and Kinross

Do you need better broadband? The Scottish Government’s R100 programme aims to bring superfast broadband to all Scottish homes and businesses by 2028.

As part of this, the Digital Engagement Team is committed to improving connectivity across the Tay Cities region.

Perth and Kinross based businesses can now check the status of broadband coverage in their area, and, if eligible, apply via the Scottish Broadband Voucher Scheme.

Futures for All - Employer Recruitment Incentive


Futures for All is designed to support local employers by offering a financial contribution of up to £8,000. This contribution aims to encourage the creation of new, sustainable job opportunities, including Modern Apprenticeships, for individuals who are currently unemployed in Perth and Kinross.

To qualify for this funding, employers and prospective employees must meet the following criteria:
  • Employer must pay the employee the Real Living Wage for Scotland based on age/apprenticeship programme.
  • Employers to be SMEs with 250 or fewer employees (those with more than 250 will be considered on a case-by-case basis).
  • Employer and employee must be based in Perth and Kinross.
  • Employee must be offered a contract that is no less than 8 hours (preferably more if the employee is able to)  for the duration of 52 weeks or more.
  • Employee must face one or more barriers to employment.

Beyond Scotland Market Development Grant


This grant has been reinstated for the 2024/25 financial year and grants of up to £3,000 are available, and open to fund projects that will enable businesses to expand their market overseas and into other parts of the UK, this competitive grant is assessed on potential impact. It can cover:
  • Exhibition and trade show attendance and related costs
  • Transport and accommodation directly related to a business event
  • Marketing activities and brand development
  • New product development
  • Consultancy services

Green Capital Development Grant


The Green Capital Development Grant is aimed at enabling businesses to invest in capital projects that will improve their carbon footprint.

Grants are available up to £25,000 covering up to 50% of eligible costs. Project must be of minimum £10,000 - a minimum £5,000 match from the business - and can include the implementation of new systems, new ways of working, new machinery, and investment in green technology.

EY Foundation Work Experience Programme


The EY Foundation is looking for local businesses to offer 15 young people in Perth 3 days work experience from 7th to 9th October 2024. 

The 15 young people from low-income backgrounds have already completed part 1 of the programme with a weeks experience in July 2024.

The EY Foundation will pay for the 3 days work experience and provide the participants with laptops so they can get involved with projects / social media / research / tasks that your business can set them.

Famous Grouse Ideas Centre | Autumn Workshops


The Autumn 24 series of introductory workshops at The Famous Grouse Ideas Centre takes place as four sessions running up to December 2024. 

This is great opportunity to come along and learn about 3D printing, laser cutting, UV printing, Adobe Software and much more and how it might benefit your business.

Perthshire Talks Responsible Tourism

The Safe and Local Supplier Approval (SALSA) scheme ensures that small and micro businesses in the food industry meet robust and comprehensive standards.

First Minister Visits Destiny Bridge in Project Milestone

First Minister, John Swinney, became one of the first people to walk across Destiny Bridge when he visited the Cross Tay Link Road project in August 2024 to witness the final stages in the structural completion of the Bridge.

Along with local politicians and Council leaders, Mr Swinney was offered a full progress update on the £150m project.

Mr Swinney commented, “As a key element of the Perth Transport Futures infrastructure project, the CTLR is hugely important to the future of Perth & Kinross. It will undoubtedly transform travel across the region as well as reducing pollution in Perth city centre, and in turn, will unlock the economic potential of the area.”

Strathbraan Woodland Croft

Rob and Gabrielle McAllan of Birken Tree Highland Birch Water have grown their enterprise following a £25,000 Green Recovery Capital Development Grant.

Forming Strathbraan Woodland Croft, an agro-forestry and small-scale regenerative farming business with woodland crofting, the pair have set out to reverse the gradual decline of the woodlands and the pastureland, and to demonstrate a positive economic impact from regenerative land use.

Small to Medium sized businesses throughout the Tay Cities region can now access a £5,000 grant opportunity to upskill or re-skill their workforces.

The £2.47 million Tay Cities SME Skills Fund joins the expertise of colleges and universities with the business acumen of key stakeholders, such as Chambers of Commerce, Scottish Enterprise and Business Gateway.

Manufacturing Property Challenge Programme


Scottish Enterprise is launching a new £35 million programme for prospective developers of manufacturing property to create 1,000,000sq.ft. of new industrial space.

The first call of the Manufacturing Property Challenge Programme invites industrial property developers to propose speculative new and refurbished mid-sized manufacturing units (~15,000sq.ft.) and bid for a share in £15m grant funding.

The deadline for stage 1 applications is the 18th September 2024.

Perthshire Eat Week will see food, drink and hospitality businesses offer exclusive deals and discounts on a range of quality dishes and produce from 30 August to September 8.

CTLR Update

Works on Destiny Bridge, the flagship structure within the Cross Tay Link Road project have gathered momentum over summer 2024.

Phase 2 of the Perth Transport Futures project, The Cross Tay Link Road (CTLR), has now past the halfway mark with a due completion date of 2025. This ambitious multi-million project includes the realignment of a portion of the A9 north of Perth, construction of a new bridge over the River Tay and construction of a new link road from the A9 to the A93 and the A94 just north of Scone.

Jillian Fergusson, Roads Infrastructure Manager Perth and Kinross Council commented, "We are progressing well throughout all areas of the build, and I am particularly pleased to report that forty-eight deck segments out of fifty-six on Destiny Bridge are poured and complete."

The Scottish Yarn Festival

Following the award of a Beyond Scotland Market Development Grant, Eva Christie successfully launched her Yarn Festival and Scottish Wool brand to the American market.

Eva set up the Scottish Yarn Festival in 2016 and in this time the event has gained a cult international following with attendees from over 20 countries making the trip to Perth each year.

In 2023 she launched her own Scottish wool brand, and using the Beyond Scotland Market Development Grant, showcased both festival and yarn at the New York Rhinebeck weekend.

Cross Tay Link Road Progress

With the challenging winter months behind us and longer daylight hours upon us, work on the Cross Tay Link Road infrastructure project has gathered pace.

Jillian Fergusson, Roads Infrastructure Manager for Perth and Kinross Council commented, "We are progressing well throughout all areas of the build, and I am particularly pleased to report that we are halfway there, with twenty eight deck segments out of fifty six on Destiny Bridge, poured and complete as of 28th May."

Fund of over £3M Tackles 
Fuel Poverty

Qualifying households in Perth and Kinross saved an average of £2,100 on their energy bills in a 12 month period thanks to an energy efficiency scheme.

The national ECO (Energy Company Obligation) scheme supports low-income and fuel-poor households through the installation of insulation and heating measures. 

Over 150 local properties benefited from the ECO4 Flex scheme, which saw £3,130,000 of funding secured over 2023/24 in the Perth and Kinross area.

Hydrotreated Vegetable Oil Trial in Perth City

Perth and Kinross Council has begun a trial using Hydrotreated Vegetable Oil (HVO) fuel in six refuse vehicles serving Perth city.

HVO Fuel is an alternative fuel to diesel and could reduce CO2 emissions from the council’s HGV fleet by up to 90%. The trial will run until 4th August 2024 and, if successful, will be considered for wider rollout in the Council’s vehicle fleet.

£8.7 million investment for Pitlochry High School

Plans to invest in Pitlochry High School to create a new community campus have been approved by Perth & Kinross councillors.

The proposals will see £8.7m invested in the school to create a community campus with a gym and four court games hall.

Adapt Your Property Fund | Vacant Premises


Commercial property owners or tenants can now apply for grant assistance of up to 50% to a maximum of £75,000. Deadline for submission | Friday 28th June 2024 at 12 noon.

The Adapt Your Property Fund is focused on upgrading and re-purposing vacant commercial properties in order to bring them back into use as commercial, community or residential premises to better promote sustainable economic growth.

Priority for support will be given to projects which demonstrate how they will contribute to local economy and business, local placemaking and townscape, and delivering wider community benefits.

£5,000 broadband vouchers for eligible SMEs


If your download speed is less than 30 megabits per second and your business does not have a private broadband solution such as a dedicated ethernet line, you could be eligible for government support.

The Scottish Broadband Voucher Scheme (SBVS) offers eligible premises up to £5,000 towards the cost of installing faster broadband. 

The Tayside Digital Engagement Team supports the Scottish Government’s R100 programme to improve digital connectivity in the region and can help you navigate the scheme, including vouchers and eligibility.

As part of the local Joint Strategy for unpaid Carers, PKC is committed to assisting local businesses to become Carer Positive employers. The Carer Positive initiative supports working carers by ensuring that there is a workplace culture, polices and ethos which enables them to contribute, and allows them a life alongside caring.  

Current statistics show that 3 in 5 of us will at one time in our lives be an unpaid carer for a family member or friend. For employers, knowing how to support your workforce could lead to better recruitment and retention, as well as nurturing a culture of wellbeing and understanding.

Famous Grouse Ideas Centre | Introductory Workshops

Paprec Energies Binn Begins Work on £100m Energy from Waste facility

Scotland’s largest independent waste management company, Binn Group, and French recycling and green energies firm, Paprec, have partnered on a new £120M energy from waste (EfW) facility in Tayside.

The project, which will provide low carbon energy to local industries, is based at Binn Eco Park and funded by Paprec. It will be built, owned and operated by Paprec Energies Binn, a joint venture between the two family-owned companies, and will generate 200 jobs during construction, as well as 30 long term jobs once complete in 2026.

Following a £150K grant award from Pathfinder Places funding, two local community-led projects will be taken forward.

The proposed projects - aimed at revitalising homes and improving rural transport linkswere voted on by local residents and businesses, and will be taken forward by Perth & Kinross Council and its partners.

Have Your Say: PKC Mobility Strategy Consultation


The PKC Mobility Strategy is a local transport strategy setting out Perth and Kinross Council’s vision for managing and developing the transport and active travel network over the next 15 years.

It considers all modes of transport for the movement of people and goods across Perth and Kinross’s rural and urban settings.

Following its recent Committee approval, the Draft Strategy and Action Plan will undergo an 8-week public consultation using the Council’s Consultation Hub platform. We would urge all local businesses and residents to have their say, and invite you to share this link with your wider network.

Adapt Your Property Fund


Property owners or tenants can apply for grant assistance of up to 50% to a maximum of £75,000 for upgrading and re-purposing vacant commercial properties. 

Deadline for submission | Friday 28th June 2024 at 12 noon.


As part of its on-going focus to improve the appeal, performance and economic success of city and town centres, Perth & Kinross Council is continuing the Adapt Your Property Fund for the 2024/25 financial year.

The Adapt Your Property Fund is focused on upgrading and re-purposing vacant commercial properties in order to bring them back into use as commercial, community or residential premises to better promote sustainable economic growth.

Priority for support will be given to projects which demonstrate how they will contribute to local economy and business, local placemaking and townscape and delivering wider community benefits.

Green Recovery Capital Development Grant


The Green Recovery Capital Development Grant is aimed at enabling businesses to invest in capital projects that will improve their carbon footprint.

Grants are available up to £25,000 covering up to 50% of eligible costs. Project must be of minimum £10,000 - a minimum £5,000 match from the business - and can include the implementation of new systems, new ways of working, new machinery, and investment in green technology.

Pathfinder Places Project - Phase 2 Workshops


Following the funding award as outlined above, Perth & Kinross Council in partnership with Nicki Souter Associates, The HEAT Project, and the University of Edinburgh, is working towards making homes more energy-efficient by providing homeowners and landlords with retrofitting energy saving advice, and qualified contractor connections.

In order to ensure the project aligns to the needs of those who need it most, a series of co-design workshops are open to the following groups:
  • Local businesses engaged in the retrofitting space
  • Advocacy groups offering energy-saving advice
To contribute to the project outcomes representatives from these groups are invited to attend the following sessions. Refreshments will be available.

Tay Cities Region Deal Annual Report


The Tay Cities Region Deal (TCRD) Annual Report celebrates 12 months of growth and investment.

£231 million of the £300 million deal has now been approved, creating 1,411 jobs across the Tay Cities Region.

A variety of Perthshire based projects have benefited in part from the deal, such as the Broxden Low Carbon Transport Hub, Perth Innovation Highway, Pitlochry Festival Theatre and the newly opened Perth Museum.

The £180million Cross Tay Link Road project is over halfway to completion, with significant milestones reached over winter. 

Deck segments are now being laid on Destiny Bridge, and the open section of the New Kingsway between Stormontfield roundabout and the A93 roundabout offers a glimpse of what the completed road will look like.

Tay Cities Clean Growth Event | Financial and Investment Readiness


Businesses are invited to take part in the Tay Cities Clean Growth in-person event focusing on financial readiness from the perspective of organisations providing funding. The aim is to:
  • Provide an overview of the basics of funding, its main types and players

Perth Museum Opens March 30th
 

As well as heralding the much anticipated return of the Stone of Destiny to Perthshire, the opening weekend will also unveil the Museum's debut exhibition, Unicorn, which will run from 30th March – 22nd September 2024.

A packed programme, which includes activity in the city and across the region, will be promoted with the key message that Perth is the place to spend Easter weekend. 

A formal opening ceremony will take place on Saturday 30th March from 10.30am to 12 noon, with choir, pipe band and speeches; this will take place near Perth Museum.

Perth & Kinross Green Living Fund Winners


Forty-one community projects set up to tackle the Cost of Living crisis and climate change have been awarded grants from Perth and Kinross Council’s Green Living Fund after a public vote.

Office Space At Pullar House for Rent


Office space in Pullar House is now being marketed for rent as Perth and Kinross Council explores the possibility of creating an integrated public service estate in the centre of Perth.

Marketing of the office accommodation will allow the Council to better gauge interest from other parties before the Council makes a final decision on the future of Pullar House in August 2024.

Professor Jonathan Van-Tam Announced As Keynote Speaker at Transform Business Festival


This year’s Transform Business Festival will take place on February 22nd at Perth Concert Hall, in an event that promises to connect entrepreneurs, start-ups and businesses of all shapes and sizes over the course of just one day.

Perth Museum Opening 30th March
 

As well as heralding the much anticipated return of the Stone of Destiny to Perthshire, the opening weekend will also unveil the Museum's debut exhibition, Unicorn, which will run from 30th March – 22nd September 2024.

Third Sector Challenge Fund


DigiTay, the Tay Cities Region Digital Skills Project is launching a Third Sector Digital Skills Challenge Fund.

The Digital Skills Third Sector Challenge Fund is for new and innovative pilot programmes, activities, or initiatives to address the digital skills gap in the Tay Cities Region (Angus, Dundee, North East Fife and Perth and Kinross).

Funding is available for third sector organisations and social enterprises from £5,000 up to the value of £45,000 to deliver digital skills training taking place between April 2024 – September 2025.  

 Applications close on Sunday 17th March 2024.
